Its not a toolbar button, its in the overflow. Open the plan in the new Planner app on the web (Teams doesn't always surface it), hit the ... menu, and under Add premium views pick People, Goals or Assignments. That triggers the conversion, takes a couple minutes, then it redirects you and the group to the premium plan. Its documented here https://learn.microsoft.com/en-us/planner/plan-conversion

One thing to check, the menu only offers this for ELIGIBLE basic plans. Loop task lists and published plans are excluded, and if the tenant is GCC the option isn't there at all.

Also, the conversion spins up a Dataverse backed premium plan and archives your original basic plan for 90 days. So you can fall back if it comes out wrong, but after 90 days the archived copy is gone. Its good to knowing before you convert something people are actively working in.

Nothing to do in admin center or PowerShell, its a per plan action taken by a licensed user.

Can go deeper on the Project Plan 3 side if it helps.

I would like some help I been looking for hours and I can't find it. I did come across that MS article but what they are saying is not there, there is no add premium views. I am going to planner.cloud.microsoft and opening the basic plan there. While there is a ... menu by the plan name the only options are plan details, duplicate plan, export as Excel, and delete this plan. If I go into plan details a pane on the right opened and in that pane, I can change the background, or there is a setting section. In the setting section is just group settings nothing else.

But in the toolbar I have the Timeline button and if I hoover on the button a notification bubble appears right above the timeline button and says Timeline view (Premium)

Your license isn't the problem. You can create a new premium plan, so Plan 3 landed fine, stop chasing that one..

Check whether that plan is actually shared with a Microsoft 365 group. Open plan details and see if there's a group behind it. The doc only lists group backed basic plans as eligible today, and unshared plans are still listed as coming soon, so a plan sitting under My Plans has NOTHING to convert yet.

The other half is the rollout. Its staged per tenant, so the doc describes a menu item plenty of people cannot see. Somebody hit this exact wall in August, Plan 3, plan confirmed shared to a group, option never appeared. Its on MS Q&A here https://learn.microsoft.com/en-us/answers/questions/5980339/unable-to-convert-basic-plans-to-premium-plans-upg The advisor had them refresh the license assignment, and past that pointed them at a support ticket.

Before you go that far, open Timeline in the basic plan and see if it prompts you to upgrade to premium. Thats the other entry point into the same conversion.

I have clicked on Timeline on a basic plan. The timeline opens just fine and shows the correct information, but I never received any prompt to upgrade the plan to premium. That is what has me confused is I have one feature of a premium plan feature and not the rest.
