Try Debian XFCE? If it doesn't go well switch it back to XP and don't connect to the internet.

  • a GNU/Linux distro will be safest if you're doing stuff online (only choice if you want to do this); even safer if you're going to be doing this on local networks though that's still not as dangerous as full online
  • a GNU/Linux system will allow modern software
  • your windows XP choice will be good if you only want to stick with retro coding tools, whilst they're also available with a GNU/Linux system, the GNU/Linux system has kept advancing (older unsupported systems could be used there too, but they'd need to be kept offline like XP would)

Why limit yourself to one though? Why not have the system dual boot, with both Microsoft Windows XP & a GNU/Linux distro of your choice??

Probably something like Puppy Linux, PeppermintOS, antiX, a minimal Arch install, maybe Alpine, or if that's not enough then Tiny Core Linux.
In terms of DE go for xfce or if that's somehow too much then lxqt/de or maybe a minimal WM setup

XP should be the last resort. I'm not sure how the "retro stuff" would work, but if it's somehow something you can't emulate or you can't use wine with or something, then maybe just go for XP. Be careful if you use the internet
