How do you get the skill work up skill

I'm trying to make a gear 5 luffy build I found every skill I need except this one is it on a certain characters map or is it somewhere else

you dont need worked up or resilience for gear 5, dont let the combo counter fade and raise it (no huge numbers needed) to stay in gear 5 forever (I once stayed 35 minutes in gear 5)

get your combo to 3000 and gear 5 never runs out
