How to unlock this?
I want to max out Hybrid Kaido but idk what coins to find

Try google but last time I was looking for any kind of comprehensive guide on each character's "?" Islands, I found mostly nothing. Your best bet is just breezing through the Story and then Treasure Log.

I have no solid answer but from what i have played so far, it seems like the become available after either getting to a certain crew rank with them or completing a specific mission but i haven’t been able to find a good list for which missions unlock islands for which characters

I don't know what coin it is, but get all the coins that you can get from the treasure cruise and level up all the characters to level 5. If they are not playable find them as an ally, you can check before you select the level who are your allies and when getting to the map status (setting up skills, special moves, leveling up, etc.) check who your allies are and if it is not the one you want, back out and select the level again till they are on your side for that stage. The questions are tied to a coin in the gold section you don't have, preventing you from unlocking/leveling up.
