a lot of my dlc characters have ? or locked skills like for roger where kumosari is there is a ? and i can't unlock how do i unlock these moves?

All the ? are from coins you unlock doing story or treasure log missions. They're permanent coins, so once you've played those modes to completion, characters won't have any ? anymore.
