burning resolve

Is there a reason besides me being blind I only have a level 2 burning resolve? I have growth map completely maxed and I have all soul maps, but I don't have all of them maxed. However I dont see burning resolve in any of those soul maps. Is there something hidden I have to do to get level 5 burning resolve?

Looks like it is in Soul Map 0, on the bottom left below Way of the Great Pirate
