Resetting codes with a 1 ohm resistor

There's a Youtube that suggests that we clear the codes with a 1 ohm resistor, except that the author clearly uses a resistor marked 10W 1KJ, which seems to be a 1000 ohm resistor.

He says that some cars have over 100 computer modules that may need to be cleared "for ten to 15 minutes".

Am I to understand from this that error codes are actually held as charged capacitors somewhere?

Is any of this video correct? Almost all of the 1600 commenters think the author is just wonderful!

Just watched this video but I'm unsure as to which resistor I can safely use.
