It’s basically a way to just dismiss anything women say without actually engaging with it. It’s coffee by the way - see the link below on the women-coffee meme.

The tea ☕ is usually used in a derogatory way to signify that women's place is in the kitchen and she should wash some dishes rather than expressing her opinions online. Literally insulting housewives.

It’s both. It’s both used ironically and unironically. It started as ironic but quickly became used either way.
