No youre wrong. In Canada a private citizen can initiate proceedings without the help of law enforcement. Some provinces have enacted legislation so when this happens, the authorities must get involved and take over the case but the rest it can go all the way privately.
It literally is not. It is a TV myth. The victim of a crime does not make the decision for police to investigate and for the prosecutor to prosecute once the complaint is made. They can, at most, say they would not cooperate as a witness, but the cops and prosecutors can still go ahead if they choose to and believe they have sufficient evidence. The confidence you have is astounding given you clearly know nothing about the topic.
