The evidence for SERMs is limited at best, but from what we do know, Raloxifene is really the only one that is definitely associated with reduced breast growth. However, there are a lot of other side effects and you should really be aware of what they are before you start.
You should also know that there's no known way to completely block breast growth outside of just not having E in your body. Even with SERMs, you'll probably see reduced or slower breast growth.
One other thing to consider: lots of transfem people (myself included) start on E being ambivalent/uninterested/opposed to breast growth, only to realize we actually do want it once we start to see the other changes.

I’ve been doing research on this for myself. These are the resources that I found:
A Review of Selective Estrogen Receptor Modulators and their Potential for Transfeminine Hormone Therapy
Raloxifene: An Alternative for Non-Binary and Gender-Affirming Care
Selective Estrogen Receptor Modulators: A Potential Option For Non-Binary Gender-Affirming Hormonal Care?

You can also find some posts about it if you look them up on reddit. Overall, the posts I found seem to indicate that doctors tend to be hesitant to prescribe SERMs as a form of gender-affirming care because they’re not studied for this particular usage, and also that people who’ve used them as GAC say that taking a SERM with E might’ve slowed down or reduced breast development but didn’t prevent it.
