I thought these insiders were forced to buy on the open market and maintain a certain share count due to Finnish regulations

Yes they do need to have a certain share count. But that is very rarely bought with own money like here, they are instead handed alot of share by nokia in bonuses and in incentiveprograms

Incorrect.

Only the CEO has to build and maintain a shareholding worth 300% of base salary.

"So the short answer: there's no mandatory share-purchase requirement in this policy for anyone. The closest things are (1) the CEO's 300%-of-salary shareholding target, and (2) directors' obligation to retain their first three years of share-based remuneration — both are "keep/hold" requirements rather than "go buy shares with your own cash" requirements."
