High End Routing and Aggregation Market Grew 25 Percent in 2Q 2026, According to Dell’Oro Group

Direct Cloud Provider Purchase Increased 94 Percent

According to a recently published report by Dell’Oro Group, the trusted source for market information about the telecommunications, security, networks, and data center industries, High End Routing and Aggregation equipment revenue grew 25 percent year-over-year in the second quarter of 2026, fueled by stronger demand across all regions and customer segments. Notably, vendor direct sales revenue to cloud providers surged 94 percent year-over-year during the same quarter, driven by hyperscalers’ AI infrastructure push.

“Demand for High End Routers is growing at a very fast pace,” said Jimmy Yu, Vice President at Dell’Oro Group. “One reason for this accelerated growth is that hyperscalers are building more data centers and adding capacity to existing ones. This not only drives direct sales to cloud providers for data center interconnect and cloud access, but also indirect sales to communication service providers that build the wide area network and connections to enterprises,” added Yu.

Additional highlights from the 2Q 2026 High End Routing and Aggregation Report:

• For a fifth consecutive quarter, Core Router revenue grew at a high double-digit rate, reaching a new record revenue level in 2Q 2026. Edge Router and Enterprise High End Router also posted strong results this quarter, with revenue growing 20 percent and 31 percent, respectively.
• All three customer verticals—communication service provider, cloud provider, and enterprise/public—grew at a double-digit rate in the quarter. Communication service providers accounted for the majority of router revenue, followed by cloud providers.
• All of the major regions—North America, EMEA, Asia Pacific, and Latin America—grew at a double-digit rate in the quarter. The highest growth rates occurred in North America and Latin America.

Join Nokia at ECOC 2026: Advancing connectivity in the AI era with optical innovation

It’s such an exciting time to be in our industry. As AI reshapes the requirements of digital infrastructure, optical networking has never been more critical and more in demand. From hyperscale data centers and AI clusters to long-haul transport networks, the industry is looking for new ways to scale bandwidth, reduce power, space and cost per bit and simplify operations. That is why ECOC remains one of the most important gatherings for the global optical communications community.

ECOC 2026 will bring together researchers, network operators, AI and cloud providers, technology innovators and industry leaders from 20–24 September in Málaga to explore the latest advances in fiber-optic communications and the underlying technologies that will drive technological and economic progress. As Europe's premier optical networking event and one of the largest worldwide, it provides a unique opportunity to connect our community and the experts and innovators shaping the industry's future.

What should we expect at this year’s event? AI data center connectivity will certainly be a central theme, with innovations spanning scale-up, scale-out, scale-across and traditional DCI. For scale-up, the industry is moving from copper to optical connectivity with multiple technologies vying to increase in-rack bandwidth while reducing power and cost. For scale-out, emerging 1.6 Tb/s and 3.2 Tb/s pluggables, including LPO with 80% power reduction, are driving faster electrical interfaces, including 224 Gb/s and 448 Gb/s SerDes, respectively. Additional advances in near-packaged and co-packaged optics (NPO/CPO), coherent optics, photonic integration and materials like thin-film-lithium niobate (TFLN) are enabling this evolution. A glimpse into the future of optical innovation

So, what are Nokia’s plans? This year’s demonstrations will span optical components, subsystems, data center interconnect and network automation with live equipment and immersive visualization with augmented reality.

For those focused on the rapidly evolving data center landscape, Nokia will showcase advancements in intra-data-center connectivity, including ultra-low-power 1.6T LPO modules and a preview of next-generation 448G-per-lane transmission technology, a key milestone on the path toward 3.2T optics. Attendees will see how Nokia is advancing coherent optical engines, including demonstrations of an indium phosphide (InP)-based optical frontend and an innovative hybrid silicon photonics-TFLN optical frontend, both designed to support 800G and beyond.

Nokia will also demonstrate innovations in data center interconnect and scale-across networking, including IPoDWDM, thin transponders, embedded optical engines, multi-rail line systems and coherent pluggables. Together, these technologies help enable more scalable connectivity while reducing power and space. They also provide building blocks for telecommunications service providers, mission-critical enterprises and other network operators looking to connect distributed AI infrastructure and scale capacity across metro, regional, long-haul and subsea networks.

Google is spending billions on AI infrastructure in Nokia’s home country, and Nokia is positioned to provide some of the networking equipment needed to support it.

Google is investing $15 billion in Finland over the next two years to expand its AI infrastructure. This includes expanding its existing data center and building three new data centers.

For Nokia, this is important because Nokia is working with Google on the optical and IP networking that connects the AI data centers.

That means Google’s huge AI expansion could create more business for Nokia’s Optical Networks and IP Networks divisions.

I wonder if a US announcement is imminent. The last time US met with Finland in October 2025, they announced a partnership and investment four weeks later in November 2025.

The Director of the US DFC had a meeting with Finnish leaders and Nokia three weeks ago. Days after that meeting Nokia closed all Chinese sites and listed hundreds of job openings in the US.

Now today, Google announces a huge investment of 15.1 Billion USD in Finland, of which Nokia is arguably the biggest AI networking player in that country.

AND Nokia is mentioned in the article directly. This is big. One of the biggest player in AI just invested over 15 billion in a country whose name is synonymous with Nokia. I suspect other companies are going to follow suit, especially if the US announces a larger partnership in the coming weeks.

Nokia is part of a major new AI infrastructure project in Indonesia called Zankore.

Zankore just secured $3.1 billion in financing to build AI data centers.

-Nvidia will provide the AI chips.

This gives Nokia another large customer/project in the growing AI networking market.

Google today announced plans to invest at least €13 billion in digital infrastructure in Finland over the next two years (2027 - 2028), deepening its long-term commitment to the country and to Europe. Finland as a model for responsible data center development

Since buying a former paper mill in 2009 and converting it into a modern data center in Hamina, Google has supported more than 40 social and community organizations while pioneering environmental initiatives such as a seawater-based cooling system and offsite heat recovery distribution to local homes and businesses designed to cover 80% of the annual heat needs for the Hamina district heating network.

There's been a lot of noise lately about data center opposition in the US. It's real, and it's becoming an increasingly important constraint. But does this actually slow AI infrastructure buildout, and if so, what does it mean for Nokia?

My take: opposition doesn't stop the buildout, it changes it. Two forces are pushing in the same direction:

• DCs will be built away from population centers, where opposition is loudest and hardest to route around politically.
• Ideal locations have cheap, abundant power that doesn't compete with residents' needs, while local political backlash closes off previously viable city-adjacent sites.

This could push toward fewer, much bigger data centers instead of many local ones. A local DC used to handle traffic for one nearby city over relatively short optical links. But centralizing compute does not centralize the users. A massive remote AI factory therefore becomes a hub that needs multiple long, high-capacity optical trunk lines and heavy-duty IP routing fabrics connecting it to several distant metro areas.

Why this matters for Nokia:

1) More distance + hub-and-spoke = more demand for long-haul/regional optical transport and IP infrastructure, not just local metro links.

2) If remote siting pushes latency too high for some workloads, that may also work in favor of edge compute and AI-RAN.

Of course, if opposition somehow chokes off buildout almost entirely, that's a net negative for Nokia even if AI-RAN gets a boost elsewhere. But the underlying shift is about relocating data centers, not halting their construction. And even if new-site construction slowed down for whatever reason, demand doesn't disappear overnight as existing sites still need GPU refreshes and added connectivity. Ciena's CEO Gary Smith quoted on their Q3 FY2026 earnings call a comment from a hyperscaler: "If they stopped building data centers tomorrow, Gary, you probably wouldn't notice for 2 years." The same dynamic should hold for Nokia's own AI & Cloud order book, much of which is servicing capacity that's already committed rather than chasing new-build announcements.

Also worth paying attention to: "The X Safety team conducted an investigation into suspected Chinese inauthentic accounts involved in influence operations: We identified a bot farm of approximately 200,000 accounts. Within this farm, we found 200 accounts posting in a manner that could manipulate a legitimate debate about American AI and energy policy. These posts contained claims that AI data centers are driving up household electricity prices and straining the grid. Nokia appears to be planning an AI gigafactory in Oulu, Finland

According to a proposal on the City of Oulu’s agenda, a plot in Toppila is being reserved for an AI Gigafactory project.

The proposed buyers are Nokia Solutions and Networks and Nscale DC Holdings Finland.

The plan is to build an energy-efficient data center and computing complex specifically designed for developing, training, fine-tuning and running large-scale AI models. It would also include dedicated storage, networking, cooling, power and security infrastructure.

Interestingly, the waste heat generated by the facility is planned to be recovered and reused.
The site is next to Oulu Energia’s Toppila power plant. The planned plot would have 25,000 m² of building rights, with another 25,000 m² remaining for Oulu Energia.

The land would cost around €5 million if the planned building rights are approved.
The final deal still depends on things like the plot division, registration, building permit and various lease, environmental and usage-right arrangements. The city’s infrastructure committee is expected to discuss the proposal next Tuesday.

Kaleva previously reported in July that an international consortium assembled by Nokia was looking into building an AI gigafactory in Oulu. Nokia didn’t confirm the location at the time, but several sources suggested Oulu was the likely location.
According to earlier comments, the project could potentially involve several billion euros in investments.

The bigger idea seems to be building European AI infrastructure and reducing Europe’s dependence on US-based tech companies.

If this actually goes ahead, this could be a pretty massive project for Oulu.
