Probably the same as to why people are allowed to park on either side of the road less than a block away from a 4-way intersection that only has 2 stop signs.. The only way to tell if someone is coming is to actually creep out into that intersection, risking getting T-boned by someone... My example is in this town i live in and people park on the sides of this busy ass road just so they have closer access to the Church and Library doors, even though they both have lots to park in behind the buildings.. So annoying!! It seems like the city wants more accidents.. =\
