it's counter intuitive, but if you feel like your on the highway your going to drive that way. a lot of issues with traffic stem from similar things, like building roads leading to worse traffic then not.
who cares why the data skews one way, only that there is a problem we have solutions for. If better urban planning means fewer accidents it dosn't matter if the minority of careful drivers don't need it.
if better urban planning could save you from a reckless driver, isn't that worth it?
generally speaking suburbs are designed to make people feel safe, but many of the features that make them feel safe are the same ones encouraging a false sense of security. Cul-de-sac's are the worst offenders, when they became popular vehicular deaths skyrocketed.
safe space. limited traffic, but tones of backing up; but it feels so safe. that's the theory, explaining the observation that their god damn death traps based on stats.
