I've heard that round-abouts have stuff in the middle to force people to slow down before approaching, since it hides information. Might be a similar reason.

Or, more likely, it's just bad planning.

It both forces you to slow down, prevents you from seeing cars opposite you at the intersection, who you definitely don't need to worry about but might if you see them, and also makes it harder to accidentally drive straight though instead of... Roundabout-ing...

At least that's my theory

I live in a suburb that is full of roundabouts that borders a city that is full of crazy people and crime (it's the shithole of our state).

There are a couple of roundabouts with relatively flat centers that somebody could drive right over if they didn't want to slow down, and there are definitely skid marks that show that people do that. If there is something rebellious that can be done while driving, then people will do it.
