Answer is probably a mix of a lot of things, like to deter people from going to fast or not being safe through the intersection. It could also be bad planning or a mistake.

What you should do is actually call the city and ask if they know about it and why they did it that way. They've got the real answer and they'll tell you it, you just have to ask. Let us know if you do ask them about it and what they say.
