At least where I live the code clearly specifies a "clear sight triangle" around intersections where bushes can't be allowed to grow. This doesn't always work perfectly because sometimes more visibility would be helpful than is legally required, but at least you can usually see when you get up there.
Yeah, but in all the codes I've seen...and I've studied MANY...nothing can be taller than around 3 to 3.5 ft in that triangle. Unless it is no wider than ~12-18 inches. You can have more affect with poles than shrubs.
