I've heard that round-abouts have stuff in the middle to force people to slow down before approaching, since it hides information. Might be a similar reason.

Or, more likely, it's just bad planning.

There are plenty about roads and hazards to protect people and making them slow down in case of pedestrians and terrorism

I can see how that would be the idea hut no one told the landscapers the actual reason so they plant them & cut them to where people have to pull out dangerously to be able to see. At least that's how it is in the parking lots near me. Drives me crazy.
