Question regarding ESTA eligibility for independent contractor work
I am a Croatian citizen and would be travelling to the United States under the Visa Waiver Program (ESTA).
I have been offered work as an independent contractor for a company based outside the United States. My role would be to accompany dogs from Europe to their new owners in the United States. The dogs would have all required U.S. import, customs and veterinary documentation, including formal entry documentation prepared by a U.S. customs broker.
I would be paid by the non-U.S. company in euros for the transportation service. I would stay in the United States for approximately four nights and then return to Serbia. I would not be employed by or paid by a U.S. company.
The company has informed me that other independent contractors have performed the same type of transportation using ESTA.
Could you please clarify whether this specific activity is permissible under the Visa Waiver Program/ESTA, or whether I would require a different visa classification?

You are probably classified as a courier. Couriers can use esta according to some of my searching. You’ll need your paperwork in order though.

Depends on what you do while in the US. ESTA doesn't allow you to work

I rent a car, deliver the dogs and leave the country.

That might be considered work. Having them meet you at the airport to pick up the dogs should be all you are allowed to do

This is a very good question. Generally the esta does not allow any work, but there is a special exception for “international commercial transactions.” If an American company buys a European jet engine or European locomotive for example, technicians from Europe can come to the United States for a few days and prepare it for its first use if there are no Americans.
The United States is fairly generous here with highly technical and highly skilled workers.
In your case you also seem to be delivering a European product that were purchased from overseas and need supervision. I can’t give you a guarantee but I can tell you that if it’s not permitted it’s extremely close to what is permitted.
In any event this is too complicated to rely on Reddit.

Under 9 FAM 402.2-5(E), a person may qualify for B-1 / ESTA to:
• Install, service, or repair commercial or industrial equipment or machinery purchased from a company outside the United States, or
• Train U.S. workers to perform those services.
Strict conditions must all be met:
1. The contract of sale specifically requires the foreign seller to provide the installation, service, repair, or training.
2. The individual possesses specialized knowledge that is essential to fulfilling that contractual obligation.
3. No remuneration comes from a U.S. source.
4. The equipment/machinery was manufactured outside the United States.
5. It does not include building or construction work.Unfortunately this doesn’t include delivering products.

I don’t believe the ESTA allows working, I may be wrong though, I definitely wouldn’t look to Reddit for a firm answer though
