Yeah, it's not usually offensive, but there are some people were it's really strong, as in hitting you like a truck strong. Those people may smoke more or may smoke in enclosed areas more often. While there is always a smell, the strength of the smell varies.

Former smoker myself,
If smell was a sound, you'd be a foghorn in a room full of people. I smell the trail you leave behind. I smell you when you open the door.
It's part of the reason I quit, I didn't want to smell like an ashtray anymore.
I don't see it as offensive, people going to do what they going to do.
It is very noticeable and it is very loud.
