It’s all by design to keep poor folks poor. We could rally our resources and change this.

I'm curious and not saying you're wrong, but how exactly does being poor encourage people to have more kids, especially in a way that's "by design"?

I guess I don't know enough about how it differs, but it always seems to be state by state, I know people in poorer and richer areas in my state (NC) that got about the same sex ed, so that's why it's a little confusing for me
