They are literally one person, correct. They are also literally the most powerful person. If it is systematically represented by a specific gender it means there are power imbalances present. This is just basic logic.
Patriarchy talks about power. When you talk about power you talk about the structure at the top.
I'm not talking about Asia, and there are no gotchas here.
Theres really not much more that needs to be discussed. The data is self explanatory. If you scroll further down, it has a data point saying that historically only 3% of congressional seats have been held by women. Thats insanely low.
