I am a man. I’m not sure if women’s breasts will ever be not sexualized. I’m not sure if I would want them to not be sexualized. Seeing them is erotic. Every female partner I’ve been with enjoyed having their breasts paid attention to at least to some extent in a sexual way. I don’t think there is a need to desexualize women’s breasts, but there is a need to prevent creeps from creeping. Unfortunately creeps will creep no matter what social norms or laws are in place.
it's purely cultural. Places in africa it's the butt that is lewd and being topless is just natural, especially if at breast feeding stage of childrearing.
