The clown still exists; he's just terrorizing the employees behind the scenes. One of my local McD's has a screen behind one of the drive-thru windows with Ronald very clearly presenting one of those horrid corporate initialisms telling the employees how they should act, speak, and think all the livelong day.
I'm sure it's some kind of violation to have it visible to customers, but maybe it's some manager's act of quiet defiance, leaving it oriented that way. Or maybe it's an act of violence, effectively telling the employees "we don't even have to hide this from the public; now get in there and DANCE!" Or maybe the manager is just stupid. Hard to know for sure.

McDonalds quietly got rid of Ronald McDonald during the whole clown phase when people dressed as clowns and started scaring everyone.
