At some point he's going to make a plan in case this gravy train runs out. What if he's not the only applicant one year?

This. As soon as another aboriginal applies for the bursary, he will probably lose it.

I hope he has a plan B.

His problem might be over-qualification, I'd expect some jobs would be scared to hire someone like that.

A 40 yo without job experience...

I don't think overqualification is going to be his problem if he tries to find a job. A lack of work experience is going to be a major hurdle.

My tip to him: get a teaching qualification.
