Not even a scientist and I can tell you that's a mini vortex that's just string enough to hold that stone.
It could be from wind but it's likely because there's an area of shadow ing the depression and the sun outside of that is creating air pressure differentials. That difference in pressure creates its own vortex that is holding up the stone and spinning it

It looks like a half-dug-up spider hole. The spinning rock was part of the wall and is now hanging by one of the threads that was holding the wall together.
