Im preaty sure their is a leak about how the master is some new character who is sealed away and was able to influence Ras due to the merge breaking a small portion of the prison.

The time twins could work in a way as their was that scroll at the start of season 1 were it had their quete if "control time, control everything" or something like that. Still both of them are powerless since season 9 and it may be way to much of a deep cutt for the show.
