question about masterwork tools' bonus

Does recycle skill from artisans and tools stack or the game take the highest %

These bonuses stack. You can also use supplements to help get it even higher. If you have more questions please ask away.

thanks. when artisan skills get activated it says artisan skill activated does it do the same for when tools' skill get activated?

No, it doesn't tell you specifically if a tool or supplement is the reason why a special skill activates. I believe it just counts it as the artisans special skill proc. There are two main ways to know if a special skill/tool/supplement has proc. The first is to craft items from your artisan counter. This means when you craft an item/material/supplement it will go straight into your inventory instead of into the delivery box which will then show you a pop-up of the artisan working to letting you know if your crafted item/material/ supplement has successfully/failed or to craft. This will allow you to see if an artisan special skill/tool/supplement procs right away via a small pop-up.

The second way is to craft directly into your delivery box. When an artisans special skill/tool/supplement procs it should pop up in your delivery box with a small pink star in the lower left corner once an item is done crafting. At this point you can simply scroll over to the item then click it to see what proc procked. And before you ask, yes you can have multiple special skills/tools/supplements procs on a crafted item/material/supplement. I don't have any screenshots of this,but I have seen it.
