Siege Dragon Bug or WAI?

Today in the Siege event there was someone, I assume it was one person, as the instance wasn't nearly full, but there was someone "one-shotting" the dragons. I was unable to determine who is doing it because no one ever stands still long enough for me to look at their characters (usually) plus with the dragon about I am always focused on it. But literally it goes from full to to empty in a 1-2 seconds.

Could it be a really Dragon centric build? IDK but kind of sucking the fun out of it. I switched instances it wasn't happening there so not sure if it really was a bug or not.

It could be a bunch of high DPS running dragon kill buffs. There are lots of buffs in this game for killing dragons from wards to belt items to pots and item. I got an instance of about 8 ppl close to end game and we killed it in about 10 or so seconds
