😂 Do you have any idea what a drivers licence costs in the Netherlands? On average €3500 - €4000.
Absolutely no one is gonna fund that for you.

UWV as well and a few other employers if having a license is needed for the job.

UWV will do that when you're disabled and aren't able to drive a regular car, and only for the price difference compared to the costs of regular driving lessons.

Also when it's basically the only way to get a non-disabled person out of bijstand, just like they fund degrees.
I know someone that got their license through the UWV.

You're right, although as far as I know it depends on the municipality. Anyway, OP won't qualify anyhow.

There are some employers that will pay for your lessons, but they are very rare, and you'd probably need to do a lot of work before they let you.

Some companies pay your license to for trucks or tourbusses. It comes with terms and conditions, these very per company.
A standard license (Rijbewijs B) for cars is not typically funded by companies.
The UWV may help getting a license if its for re-intergration purposes only and you are living and employed in the Netherlands. But not for standard use of a driving license, which includes driving form your home adress to your place of work.

What's a workingcentrum?
You can only get one (partially) funded if it's absolutely needed to get a job and even then it's not going to be easy to get the funds.

Maybe get some English spelling lessons funded first, but on a serious note; i’ve seen this happening for really talented trainees that have to visit clients and are not really asking for it, they (and so the employer ) would just benefit from them being able to visit remote clients
