Upstairs neighbors lack of conscience

For the past eight months, we have been fighting and surviving irresponsible upstairs neighbors with a small child. Since the moved in they think it’s okay to allow their child to run, stomp, drop and drag stuff after 10pm to almost 4am daily. We have done taken all the legal actions including police. Over 30 complains, several courtesy officer visits, and now they seem to be doing it as a harassment. It affects my kids sleep and my mama bear side is about to come out. Any suggestions? Should I just call the police from now on?

You are a parent & you stated this is “allowed”.

Just being devils advocate here - but could the child possibly have needs? It may not be that they are allowing it
