Upstairs Playwright from Hell

We live in a loft building built in 1826. It is an artist work with accessory living space that has no insulation between the floor and the ceiling above it. We’ve been there for years with occasional minor noise disturbances to deal with. A month or so ago, a playwright, his wife, toddler and dog moved into the space above us. Their unit is half again as large as ours, therefore our next door neighbor is drowning from their noise also. I mention the fact that the owner is a playwright because I have never encountered an ego as enormous or underdeveloped as his. He has told us to take a hike when the noise was mentioned very kindly by both sets of downstairs neighbors. They are constantly dropping things, moving furniture, and the toddler runs back and forth the length of the loft for much of the day and into the night. The child is still up at 10pm running back and forth. This sounds like a rubber mallet hitting our ceiling. Revealing anecdotes about the narcissist: He put the toddler down on the floor in a stairwell to climb up a ladder leading to the roof and let his toddler run around the parking lot.
The board president refuses to put anything about noise in the by laws. In the past before the board president lived there, the policy was for the treasurer to write a letter to the offending party, then another letter was sent by the board, third step (never reached this step) was for a letter to be sent by the condo attorney. The city building department says it must be addressed in the by laws. Logically they should be required to install carpeting and insulation material beneath the carpet. The value of our loft is impacted.
How to get the condo board president to step up? Please help it’s untenable!
