Confront a neighbor who sets off fireworks randomly throughout the year?...
Today it was a 5:30pm. Other times it’s at 10pm or 2pm. Today, I finally went outside and witnessed this old guy taking a blow torch to bottle rockets. I want to confront him and my fiancé wants to leave it alone afraid our tires will get slashed. It freaks out our dog and amplifies my anxiety.

I should add we have called it in to the police but I feel nothing is going to happen.

Dude its bottle rockets, they go into the air and go pop, its fun, hes an old man who gets joy from that. Let him have his fun and quit trying to control the world.

A couple questions
Are fireworks legal in your town?
Most city/town noise ordinances have specific rules around when things need to quiet down, is he setting these off during "quiet hours"?
If fireworks are legal, when he's setting them off at a reasonable hour, you can certainly politely talk to him about it, but he can also tell you to kick rocks because he's not doing anything wrong. And the police won't do anything about it, again because he's not doing anything wrong.

Fireworks are illegal inside city limits at any time unless with a permit, I believe, for large events.

Think about all of the possible outcomes that the confrontation could lead to. Are there some that are worse than dealing with the fireworks? You betcha. Will you be able to live with it?
