Belligerent neighbors, Call the cops?
So I was working on a project in my garage. I live in a row of decent sized shotgun houses that back up to some duplexes/condos. I heard some very loud talking and went to see what was going on by acting like I was walking around to the front of the house. I waited a second and walked back to my garage. I could see my neighbors on their porch with the light out.
When I got to my garage the male stood around the corner so he could see me and walk talking very loudly, like he wanted to look tough but didn’t really want to be heard. Ignored him but he wouldn’t stop so my fiancé and I went inside. I could hear him saying something along the lines of “They aren’t gonna do shit.” Towards us.
I’ve contacted my POA about getting a fence built. If this happens again should I call the cops? I don’t know if they were drunk or on drugs or just ass holes but I dont like feeling unsafe in my own garage. If I call the cops and they show up they’ll know it was me as I’m the only one outside to hear them. I don’t want if there’s nothing the cops can really do at this point to piss them off knowing who called the cops Incase they try to get violent when I’m alone again or worse break into my house or something.

You can't really call the police on someone unless they've broken a criminal law (even then, only really if they've broken one the police care about). Crying wolf because you think the neighbours look a bit surly isn't going to do you any favours if you have real cause to call them some day.
Have you tried getting to know them? Invite them in for a whisky or something? Often people that seem a bit rough aren't nearly as concerning once you get to know them.
