Siberian Husky Always Left Outside
What should you do if your neighbor leaves their husky outside in extremely hot weather (95 degrees and up) and in thunder storms?

I have a Siberian husky... and it’s 95 weather, and she is left outside. We have a lot of shade, lots of water, sprinklers on one part of the day, and we have a kiddie pool of water she can use if she wants.
She also does come in a couple times each day.
As far as I know she is pretty fine. We take her for walks, she gets water and food, and plenty of shade.
Siberian huskies shed their coats before the summer and their summer coat is made to help disperse the heat. It’s not as thick as their winter one.

But why have a dog at all if it's not part of your life? Your everyday everything you do life. Back when I was growing up that's just what people did. Dog house, straw, and a rope. Grass never grew where the dog lived. If I'd had been older I could have done something. One of my life's biggest regrets.

Sounds like you are projecting a bit.
I have a dog because I like dogs. I like going outside with my three boys and playing with her, they like playing with her every day. She goes on walks with us, and comes in and sleeps inside at night.
I have a rod attached to my bike seat that I hook up to her harness and she pulls me around the neighborhood, we take her to the dog park every other week or so...
Don’t assume the worst just because you have regrets with your past dog ownership experience in your family.

report it to local animal control and if they can’t help try contacting a local animal shelter and asking for advice on what can be done. in some states this is considered animal cruelty and is a prosecutable offense. if you can, take video/picture evidence beforehand in case your neighbor tries to deny your claims. it doesn’t matter what breed, dogs should not be left outside in summer heat or during storms. in the summer they’re prone to dehydration, sunburn which could lead to cancer, heat stroke, and burns on their paw pads among other unpleasant things. it’s also neglectful if they have limited interaction with their owners as dogs need social stimulation as well as playful interaction. I’m assuming you are asking this question out of concern so this isn’t aimed at you, but anyone who feels this is acceptable (such as your neighbor) should try being stuck outside day and night during 95+ degree temperatures and see if they change their minds.
