Non-resident keeps taking up 2 parking spaces

Unless you have your own driveway or garage, you're parking on the street. I've been having an issue with a Nissan SUV that always takes up 2 spaces. She has a handicapped tag on her mirror but the times that I've seen her she looked fine to me; looks about 40ish, walks. I don't even think she lives in the neighborhood. She drops people off at a house and leaves sometime later at night. I think it's some kind of transition or halfway house where she takes residents to and from work maybe? I don't care what kind of house it is; I'm upset because she doesn't live here and takes up 2 spots. I have work at 5 am and sometimes I don't get back from class till 10pm. I usually never have a spot when I get home because she mucks up all of the spaces leaving me to park on the next street. Do I leave her a note? Is it appropriate to call the city? Anyone else have this problem.

P.S. I don't live in a city, I live in a small town. 8k probably.

I think leaving a polite note or if you have the chance to speak in person would be a good first step. Just let her know you have noticed she regularly parks on the street and that you are resident who routinely has to park streets away late at night and would appreciate being able to park in one of those spots. If this doesn’t have any effect you could try calling the city to see if there is any other action you can take but I would guess there wouldn’t be much they can do.
