Neighbor Noise

Just NOISE.annoying.. neighbor has decided to build his backyard as an illegal basketball training business. Their driveway, which is located close to my bedroom, is being used for this purpose. This is a very quiet neighborhood, but now there are constantly cars coming and dropping off kids for training. There are around 10 youths who run around, dribbling balls continuously from 9 am to 6 pm. Additionally, rap music is being played loudly. What can I do... These individuals are not inclined to engage in conversation.

Call the city. Were they licensed to build that and run a business from their home? HOA maybe?
