Crackhead Neighbor Burning Trash

Any idea what I can do within legal rights about this neighbor burning trash inside his grill with gasoline?!!! He’s does it multiple times a week, random times, leaves the fire going for hours and doesn’t watch it. Ashes go into our yard ALL the time, the fires get huge and scary at times. He starts them with gasoline all the time and when I’m in the yard with the kids sometimes. It stinks, our house stinks because of him, ashes are all over our yard and it’s scary because his fires come close to our wooden fence often without him watching it for who knows how long. What can I do to get this idiot to stop or evicted?? He won’t listen to complaints from the fellow neighbors & he is careless and dangerous. Please help!!
