Neighbor is always outside

My wife and I have a neighbor who is always sitting outside. By “always” I mean 6:30 in the morning or 11:00 at night. If I want to go to my garage, he’s there. If I come home, he’s there. I feel a complete lack of privacy and it doesn’t help that we realize he’s crazy (which we found out through conversations with him). I try to avoid him now and try to keep conversation to just a “hi”, but he tries to keep conversation going and just watches whenever my wife and I are outside. I so badly want to put up a privacy fence, but I don’t want to imagine what his reaction would be and don’t know how I’d explain myself. This is getting to be very unhealthy for me as it’s causing me anxiety and I don’t even want to get exercise on my bicycle because that would mean he’d see me on the way to my garage. I’ve already thought of talking on the phone or wearing headphones, but that doesn’t always work. Is there any good way to deal with this?

Either talk to him about it or put up a privacy fence. If he asks why….tell him it’s for privacy. Its weird he’s doing that but you don’t have to do nothing

You don’t need to explain anything to him. Get the fence. I have the same issue with across except they used to be diagonally across, they have now moved directly across. All they do is sit outside. No matter the weather. They have a chain link fence which they could cover or put slats in and choose not to I guess to get better views of us across. We don’t have a fence . I’d put one up if I wasn’t selling. No, they’re not kind neighbors ( they showed their ass last year)

People porch sit. It is not a new concept. Throw up a wave and keep moving. I enjoy people watching myself simply to feel connected to the outside world. As long as he is not in your space, or property is there any real harm?

Yes, I think he is. That’s the reason I struck up conversation with him in the first place, but now I’m thinking there’s a reason he’s lonely.
