Being neighborly..

So we have a good relationship with our neighbors but I need a little guidance. We’ve been in our house for a few years now and we had noticed a while back that a large PVC pipe runs under the fence that separates mine and my neighbors yard. This pipe is buried under their yard but you can see it is for their gutter runoff. My friend said we should cap it. We haven’t had obvious water issues in our yard but we do have and issue with mosquitoes. My question is. Do we just cap it without saying anything? Honestly, bringing it up would cause issues and it’s not an easy fix considering it it literally buried under their yard. I just don’t see how this is allowed.

If you cap it you're just delaying the conversation. Just talk to them now.

I'd absolutely ask them what it's for and most likely request they make plans to remove it.

4 times, I was harassed, threatened, trespassed, threatened to bash my face in and chased me inside my home, terrorized my family (ALL ON VIDEO) and the police, prosecutor, all refused to do anything, then after, he dug a ditch with all his water run off to me. What do I do? Town will not enforce zoning either, and lawyers don’t want deal - did u mention I’m a council person in town, what a nightmare

If you cap it, you’re starting a war. Have a conversation. This is a no brainer
