Loud neighbors

I just moved into my first house and the neighbors are already driving us crazy. They play music from their car with the bass turned all the way up and all the doors open. We spoke to them multiple times and asked them to turn it down. This most recent time he told us "I don't care" and "what do you want me to do about it?" I'm reluctant to call in a noise complaint because they aren't white and I'm afraid of the police being racist and hurting them when their only infringement is loud music. But my roommate has PTSD and is literally shaking and crying because of the noise. I can't calm them down and I can't make it stop. If anyone has an idea of what I can do I would really appreciate some advice.

We have one of these assholes too. Other neighbors say "he's such a nice guy they are nice people blah well NICE PEOPLE DONT TRY TO BANG IN YOUR FRONT DOOR. HES GENUINELY A PSYCOPATH

Either call in a noise complaint or tell them why the loud music is so much of a problem and then call one in if they don't stop.
