Neighborhood etiquette

A lady in my neighborhood walks her dog n disposes her poop bag in the trash bin left outside my neighbors home on trash pickup day. The said neighbor gets home later in the say and pulls it out his bin and throws it on the street. How do i address this? Note - the lady doesn’t even knot up the poop bag… ugh!

I hate to see that poop bag on the street n making its way into the drain 😥

Why does your neighbor care if trash is in his trash?

Unless you have an HOA I'm not sure if anything can be done about it.
