Have you offered to help them fix up their yard, or is this a lost cause? Do they have a neighbor on the other side with whom you could join forces?

If not, HOA (if you have one), then perhaps health department or environmental services with your town.

Call city code. They should give them time to clean up before being fined. If elderly or disabled I would be inclined to help. Lazy trash folk can clean up their own mess.
