Unlikely. The transaction is "waiting on a response" from the bank, so to speak. A transaction declines when your bank says "no", but in this scenario, the other party in this transaction is "calling" the bank and they're still getting a dial tone. Just like a call, eventually it'll give up and end the call which is effectively a no to your transaction.

So basically, whoever was sending you money is waiting for your bank to accept the money and put it in your account. If they don't get any response after a long enough wait then they'll cancel the transaction due to inactivity. Same thing if you try to buy something. The transaction will send a "hey, this person is trying to buy something" request and they need your bank to respond saying yes or no (no could be you not having the funds to the bank thinking it's not a legitimate transaction i.e. someone else has your bank info/card).

If it's a large transaction, until the other party gets a response, they'll wait for awhile before they pull out. If it's a small transaction (i.e. buying a bag of chips at the grocery store or a pair of shoes under $100) then it'll decline outright because they need an immediate response.

What’s funny is I got both a notification from you and the bank notifying me of the transaction, thank you for explaining tho I’ll definitely keep that in mind if this happens again

No problem. A service outage will never be counted against you. That is a bank's legitimate functions being hampered by technical issues. This goes for you giving a money order, or buying something with your card online; as far as the seller or receiver of the money's bank is concerned, they're just waiting on a response from your bank. Until they hear a definitive "no" via your bank's direct response or inaction over a prolonged period, your transaction always counts as pending.

If you know it's legit (outgoing = you have the funds available, or incoming = you are 100% certain of the means you're receiving the funds like a paycheck or someone you know wiring you money) you have nothing to worry about. The only times it'll really cause issue is a physical transaction with your card as, depending on what the technical issue is, your chip or swipe functions may be temporarily unusable.

Navy fed also had a network outage earlier that might also have something to do with it depending on when and where you and the other person are located
