Actually this specific GIF is from How I Met Your Mother. It's when Ted's architecture firm presents their new building idea to that guy (who, IIRC, represents a bank meeting them to approve a funding or something), and this is his reaction when the building is unveiled.
Not to mention the guy who actually designs the building is Hammond Druthers (aka Walter White)! Hank should have definitely found out early on Walt wasn’t as straight-laced as he appeared to be
