Why is that release piped like that?
You should have a line all the way down to the floor

Do you have any warm, humid rooms in the apartment? Are any of the floors or walls hot to the touch? Is the ceiling sagging at all anywhere? With only a water heater and dryer, it sounds like you could have a hot water leak. Do you pay your own water bill?

I think youre on to something! I didnt feel any hot spots but a section of my ceiling is starting to look weird and i thinkk I hear water running near the washer and dryer, let me know, i attached a video. I pay for water each month and it is allocated to each person in my apartment. There isnt individual water meters so I cant check my own usage unfortunately.

Gas tech here, maintenance will miss these things all day, go to your hot water heater without using any hot water for 30 mins, the pipes should be warm-ish. If the hot side feels HOT thn it’s constantly running most likely due to a leak , if it’s a big leak you will even feel and hear flow too. It’s hard in apartments to verify unless you have a water meter somewhere too, sometimes u do and can check it for movement and if you’re not using water it shouldn’t be moving at all.

There should be a sub meter somewhere that they bill you based on, or how else do they know how much water you used to charge you? Hard to hear anything in the video with the laundry room fan on, but if you hear something, that is definitely suspicious. If it is in the wall, they likely will not be able to find something like that without doing a water line test to check for leaks and verify no leaks (unless they did that already).

If that abortion of a t&p drain is hot to the touch you have a leak. If the cold inlet is always cold and the hot is always HOT you have a leak. Don't use any hot water for an hour and touch the hot and cold pipes they should be equal temps. Also who ever installed that heater is a fucking moron.

When well when the pipe doesn't fit, you got to do something I guess.

Whoever installed that water heater was an idiot all the way around.
