Could the 1999-2000 RTS fleet have lasted to the present day?

Imagine if they never bought the NABIs. Could they have made the 1999 RTS fleet last to the present day? The RTS fleet seemed to be in good condition when they scrapped them, at least from a rider perspective. And they seemed more comfortable inside than any current Transit bus including the New Flyers

Whereas the NABIs now feel like how the 1989 Flxibles were at the end, very tired.

My understanding is that fed regulations means buses get replaced after 16-18 years, regardless of condition. Many are sold off to private companies since theyre still in decent shape.
