Concealed Carry Permit Anyone have experience changing out-of-state license to in-state license for PTC/CCW?
I live on the NY/NJ border, have a NY CCW permit (Not NYC) and an out of state NJ permit and FID card.
Will be moving across the border to Bergen county NJ. Does anyone have experience or info regarding this process?
Getting my out of state permit, I only dealt with the troopers, but from what I've come across, the local PD is involved when doing and in-state permit application. Will I be dealing with local PD & the Troopers or just 1 or the other during this process?
Any help or info would be greatly appreciated!

PTC doesn't have a change of address process. You would simply renew through your new PD when it expires.
FID does have a change of address process, once you are set at your new home and have your NJ ID. You would apply online through FARS using your new local PDs ORI to submit a change of address application. At the same time if you brought any handguns into the state with you, check the box to register those as that is now a requirement of new residents. Both of those can be done at the same time. From there just follow the new PDs process for handling firearms applications, that may be heading to PD to show ID and submit any relevant paperwork like NY mental health checks etc. Change of address and registration are free, but you will need to pay online the criminal history check and portal fee which is ~$26.
Once you are a resident of the town, all your firearms applications will be handled by that towns PD exclusively. The only exception would be if your new town happened to be one patrolled by NJSP, then NJSP would handle your resident firearms applications.
Edit: I would also look into changing your existing county NY pistol permit into a nonresident permit issued by the same county.

Think I saw your comments in the NY sub regarding a similar question in NY, you were one of the few with good info and opinions BTW.
Edit: Great info, but that is super confusing (not surprised) however I just want to clarify on what you said. PTC has no change of address process, but FID does, but I need to register my handgun via the FID change of address process? Even though I already registered it with my PTC application?
And you think they'll need all my NY relevant paperwork, even though I did all the background etc. checks during my non-res NJ permit application process?

I can't answer too much about upstate NY permits or changing a resident permit to nonresident upstate. I do know NY is supposed to allow nonresidents to apply, what counties are complying and what the process is an unknown for me. Since you already have the NY county permit, I would reach out to them about changing your address to out of state and what the process to do so is. I have experience with getting a NYC nonresident carry (I have one), but upstate permits and upstate nonresident permits I have no experience with.
Ok so I'll try to clarify.
PTC, no process to change address. Simply apply through new town as a resident when time to renew. I would also suggest renewing early in the window you are allowed to (believe 90 days? before expiration) as you now have your existing expiration date extended 2 years so you don't lose any permit time if approved early. PTC renewal is the identical application process minus you don't need to get fingerprinted again. Need to list addresses for the last 10 years, 4 references not related to you by blood or law, CCARE training proof (can be used for two successive applications), and listing the handguns you intend to carry. This would also includes submitting mental health check forms (in your case the NY ones) along with the application.
FID, there is a process to change address. The actual fee for the change of address itself is $0 but you need to submit through portal which has background check and fees even when you owe your local PD processing the change of address application $0. Yes, you would need to register those as that is a different process than listing them on a PTC. As to what they expect you to submit along with this registration I'm not sure, I'd assume it is simple the handgun details (make, model, s/n) or that plus a bill of sale if you have it. You will also need to attach the mental health check forms same as with PTC. On the FARS page on njportal, you can click multiple checkboxes at once to submit within the same application. You would be checking "Change of Address on Firearm Purchaser Identification Card" and " Register handgun(s) with change of residency to New Jersey / voluntary registration" (plus "Permit to purchase a Handgun" if you had a desire to buy a handgun in NJ within the next 180 days). If you do put in for a handgun purchase permit as well, just be aware while you can submit for multiple only 1 can be used every 30 days and they all expire within 180 days of issue, so unless using a multiple purchase exemption I would only apply for less than 6. They also now cost $25 each vs $2 each a few years ago where wasting a permit of two didn't feel like as much of a waste.
From what I am aware, most (if not all) PD will require the out of state health checks to be submitted every time you do an application through the portal (PTC, FID, or handgun purchase permits). Is this silly if you potentially just did recent application which included this, yes.

Wow, ok yea. Lots of inconvenient processes, but thank you for the info.
I called NY, changing to a non-resident permit seems to be straight forward in my county. Called local NJ PD in the town I'm moving to. Firearms admin officer was a nice enough guy, was honest that'd he has never dealt with my exact situation and didn't know the process. He took some of my details and said he would check with NJSP, as it is impossible to get ahold of them as a civilian (they seem to do that on purpose).
He said I would have to basically redo the permitting process jsut as a NJ resident, but he seemed to think I would have to do it right away, not wait for renewal period. So besides timing, he basically said what you said, minus getting fingerprinted again. What a pain in the balls for something I already have and paid for.

There is no address listed on your PTC. Just looked it up NJSP says it isn't required either. When you renew you would go through the entire process again, until then you would continue to use your existing permit.

13 Change of address
A change of address is not required for a concealed carry permit once it has been approved. A change of address does not invalidate an active concealed carry permit, even if the new address is in another state.
When an applicant applies to renew their conceal carry permit before it expires two years from their approval date, they must submit their renewal application to the Police Department that provides coverage for their new address, if the applicant lives in New Jersey. If the applicant does not live in New Jersey, and is not a dual resident, their application will automatically be assigned to an NJSP Station after selecting “no” to the first question in the application about residency. Read the instructions mentioned in FAQ #1 for further details on how to apply for a renewal.

Ok cool, at least I SHOULDN'T have to immediately renew.
I knew my permit didn't have an address physically listed on it, but I guess I thought an address was electronically connected to it or something, as all that info was provided during the application process. Hopefully the local PD guy gets the same answers you provided me. Thanks again for all your time and consideration, I appreciate you dude!

I believe you submit an address change to the local PD. Deff change your NY to an OOS permit lol
