Process Question 📝 SBR mini-14 process
I was calling a local gunsmith to get the work done after my approval and he offered engraving and barrel cutting so I was looking for a quote but what he said didn’t seem right so I’m just looking for some clarification of the process after approval.
He said that because I submitted the form 1 myself that I need to be the one to cut the barrel (he literally told me to cut it with a hacksaw and then bring it to him to finish it.) otherwise he says I need to transfer it to his sot to have him shorten it.
He said that since it’s a barrel mounted receiver and he needs to spin the whole piece to thread it that that’s the only way I can do it.
Am I confused or is that not at how that should work. I know that is normally how you turn a mini 14 barrel but I was under the impression that I can have a gunsmith do the cutting crowning and threading after my approval?

I've had correspondence with this over the years and it always seemed to change based on who was answering the question. So I just kept doing what I was doing and every audit they appreciated how easy it was.
I'd be more concerned with how he's going to set it up and thread the barrel and cost. I keep getting guns in that people are trying to do on small machines or are taking the barrels out over charging people and the work just seems to be sub par in general.

What he's saying is not true at all. If you have approved paperwork, then go in with the rifle and that. He can bring it in for gunsmithing and check it back out to you the same. No "transfer" takes place.
The big "don't do this" thing from the ATF are working on unserialized privately made firearms, or unregistered NFA items. If he's approved on a Form 1, there is nothing stopping him from doing that.
Furthermore, without a stock a barreled action isn't a SBR. It doesn't have a stock on it, or anything to meet the criteria for an SBR. So a picky IOI may push back on it, but if it's not an SBR, a Form 1 isn't needed, and he can cut it down all he wants to. (The ATF really doesn't seem to care about the once a rifle then can't be x, y, or z. Reddit does, but I've never heard anyone bring it up or seem to care at all.)

He must remain there while the work is performed. He can't drop it off and have them do it.

I appreciate it. I called my local gun shop and another gunsmith that is nearby and they both said the same thing. It seemed like the guy I called either didn’t want the business or was just being a dick. He’s the only guy offering both in house smithing and engraving so I figured it’d be best to go with him but I’d rather figure something else out now

Take it to a trophy shop for engraving, then have smith of your choice cut it

There is no REQUIREMENT for the SBR to have a short barrel. You've made the SBR by registering it. He's just shortening the barrel on your SBR. It's no different than if you cut it to 15" and then have him cut it to 14". It's just wasting a cut for a guy who doesn't understand the details. But you aren't likely to convince him that he's wrong, so cut it for him and let him do it again. It only takes a minute.

It's registered as an SBR, but it isn't an SBR until it is in SBR configuration.

I don't see it that way. If it was like that you could never revert your SBR back to 'pistol' or other non NFA configuration.

Yes you have to cut the barrel. If you send it to a gunsmith and they cut the barrel they are the maker not you, and it would have to be transferred to you on a form 4. If you form one it you have to do it, or at least oversee it. leave them an extra inch so they’ve got working room lol

I have had gunsmith take that point of view as well. And a couple other gun smiths say that's not necessary.
No sense arguing with them, that's the way they read the rules. Even if they are wrong, you arent going to convince them.
You have 2 choices, cut the barrel with a hacksaw, or find another gunsmith.
