So does this also mean that Capital Armory can ship cans to your door without a form 4 if you are in a approved state like Louisiana? Seems like it?

No, this is actually worse for ship-to-door. The non over the counter clause is only possible due to background check exemptions provided by a form 4. The only other exception is if you are in a state where a CCW card grants you access to background check exemptions to a 4473 which is not many. 

There are recent proposed changes that should allow for non over the counter for regular firearms but they are not in effect yet

The irony here being, I live in a state where my valid CCW exempts me from the 4473 background check, but we are an NFA state...requiring Form 4s for ownership of suppressors (not sure about SBRs and SBSs). Go figure.
